RAMALLAH, Head of China’s Representative Office to Palestine Guo Wei today today called for international concrete steps to achieve a two-State solution.

Speaking in a virtual interview with WAFA on the outcomes of the second Middle East Security Forum, held in Beijing on September 21 in an online-plus-offline format, Wei stated that the international community must take concrete steps to realize the two-state solution and put the Israeli-Palestinian negotiations back on track.

He reiterated China’s call for convening an authoritative and credible international conference on Middle East peace and bringing the Palestine question back to the international agenda of priorities.

He renewed his country’s readiness to host direct Palestinian-Israeli talks based on the two-state solution while pointing out that the Palestinian question is inextricably linked to the issue of regional Middle East peace and stability as well as international justice and hence should not be marginalized.

He added that the attendees of the forum, themed on “Promoting a new security architecture in the Middle East to achieve common security in the region”, hosted by the China Institute of International Studies, voiced their appreciation of China’s clear position on the Palestinian question, Chinese President Xi Jinping’s initiatives on it in addition to the three-point vision put forward by China for the implementation of the two-state solution, expressing their firm belief that all such initiatives and visions would have a constructive role in breaking the longstanding stalemate on the Palestinian question.

The Chinese diplomat stressed that in 2018 at the opening ceremony of the 8th Ministerial Meeting of the China-Arab States Cooperation Forum, President Jinping raised the proposal to build a common, comprehensive, cooperative and sustainable security architecture in the Middle East.

Elaborating on Jinping’s Global Security Initiative (GSI), which is key to promoting peace and stability in the Middle East, Wei said that China has put forward the following four proposals in this regard:

The first principle, he explained, concerns the upholding of the new vision of common, comprehensive, cooperative and sustainable security, the vision of common security, while paying attention to the reasonable security concerns of all countries instead of seeking unilateral absolute security.

As part of this principles, he added, importance is attached to a comprehensive approach, addressing both traditional security threats and non-traditional security challenges such as the pandemic, food and energy; adhering to cooperation and achieving security through political dialogue and peaceful negotiation rather than through blind faith in force or unilateral actions, in addition to seeking sustainable security, resolving conflicts through development, and eliminating the breeding ground for insecurity.

The second principle, he said, concerns the dominant position of the Middle East countries, whereby the people of the Middle East are the masters of the future and destiny of the region, and the Middle East security affairs should be in the hands of the Middle East countries.

“China supports the Middle East countries to independently build a regional security architecture that is in line with the reality of the region and takes into account the interests of all parties in the spirit of independence and self-reliance, and in exploring a path of long-term peace and security with characteristics of the Middle East,” he said.

The third principle, he said, concerns abiding by the purposes and principles of the UN Charter. This includes implementing the UN Security Council resolutions on dealing with the hotspot issues in the Middle East, especially the Palestinian question, and supporting the UN’s mediation efforts.

As for the fourth principle, he said that it concerns strengthening dialogue on regional security. Accordingly, China advocates the resumption of peace talks between Palestine and Israel on the basis of the two-state solution as soon as possible and calls for the convening of a more authoritative and more influential international peace conference on a larger scale.

China supports countries in the Gulf region to strengthen dialogue and ease conflicts, and advocates the establishment of a Gulf security dialogue platform to build mutual trust and common security through dialogue, he added.
