The memorandum cited Israel's alleged war crimes, genocide, and forced displacement in Gaza over the past nine months. It also referenced UN General Assembly Resolution 3379 of 1975, which labeled Zionism as racism, and criticized its 1991 repeal, attributing it to global power shifts and U.S. dominance.
