Muscat: The Ministry of Labour concluded today the proceedings of the labor market laboratories, which were organized as part of the activities of the third edition of the Labor Forum, with the adoption of a roadmap to enhance governance, develop the arts, entertainment, and recreation sector, elevate the labor market system, raise the efficiency of legislation and policies, and foresee the future of economic sectors. The concluding ceremony was held in the presence of Dr. Mahad Said Ba'Owain, Minister of Labour.
According to Oman News Agency, the Minister of Labour emphasized that the arts, entertainment, and recreation sector is considered one of the promising economic sectors due to its major investment opportunities that contribute to diversifying the national economy, opening new employment horizons, and enhancing added value, in alignment with the targets of Oman Vision 2040. He explained that developing this sector requires an integrated regulatory framework that keeps pace with the nature of its activities, enhances its operational efficiency and competitiveness, and ensures the sustainability of its growth. He pointed out that the sector has become directly linked to commercial, financial, and investment aspects, targeting regional and global markets, which necessitates developing its legislative and regulatory ecosystem and strengthening integration among relevant government entities.
Regarding the governance and legislative procedures track, he noted that developing the legislative system relies on a participatory approach that brings together various partners, foremost among them the three tripartite partners of production, in cooperation with the Ministry of Justice and Legal Affairs. He stressed that this approach contributes to updating legislation and ministerial decisions in line with economic changes and enhances labor market efficiency. He explained that the process of developing legislation is ongoing and relies on dialogue, consultation, and the integration of efforts among all partners, ensuring the achievement of practical and sustainable solutions that strike a balance between economic development requirements and protecting the interests of the parties of production.
The laboratories witnessed participants moving from the phase of diagnosing challenges to formulating executive solutions and initiatives according to a methodology based on analyzing the root causes of challenges, prioritizing them, and drafting recommendations backed by performance indicators, executing entities, and clear timelines, ensuring the transformation of outputs into actionable and measurable programs.
The Governance of Legislative Procedures and Ministerial Decisions Laboratory discussed ways to develop the legislative and regulatory environment of the labor market, enhance governance and transparency principles, raise the efficiency of the legal system, and simplify procedures, thereby contributing to improving performance quality, execution speed, and integration among relevant entities.
Additionally, the Arts, Entertainment, and Recreation Sector Laboratory reviewed opportunities provided by the sector in employment, investment, and entrepreneurship, alongside the role of creative industries in diversifying national income sources and creating high-quality jobs. The laboratory also discussed the sector's current reality and challenges, as well as opportunities available in artistic production, content creation, digital media, event management, and entertainment technology.
The recommendations of the two laboratories focused on developing the legislative and regulatory framework to enhance governance and elevate labor market efficiency, aligning education and training outputs with the needs of promising economic sectors-foremost among them the arts, entertainment, and recreation sector-alongside supporting investment and entrepreneurship in creative industries, stimulating small and medium enterprises, strengthening partnerships between government entities and the private sector, and establishing operational plans that include performance indicators and timelines to measure results and ensure sustainable impact.
The Ministry of Labour emphasized that the outputs of the laboratories represent a qualitative step toward building a more efficient and flexible labor market, enhancing institutional governance, establishing a growth-supportive legislative and regulatory environment, and enabling promising economic sectors to contribute more significantly to the national economy, opening new horizons for employment and investment in line with sustainable development goals.
