Flags have been lowered to half-mast in front of the Grand Serail on Monday following a memorandum issued by Prime Minister Najib Mikati, declaring official mourning for the passing of former Prime Minister, Salim Hoss. The memorandum mandates that flags on all government buildings, institutions, and municipalities be flown at half-mast for three days.
