Muscat: The State Council convened its eighth session of the second ordinary term of its eighth period, focusing on three significant draft laws: the 'Real Estate Registry Law,' the 'Draft Law Amending Certain Provisions of the Arbitration Law in Civil and Commercial Disputes (Royal Decree No. 47/97),' and the 'Civil Society Organizations Law.'
According to Oman News Agency, the meeting, chaired by Sheikh Abdulmalik Abdullah Al Khalili, Chairman of the State Council, reviewed the Legal Committee's insights on the Real Estate Registry Law, which was referred by the Council of Ministers. This draft law aims to enhance legal protections for property owners, regulate real estate transaction procedures, and integrate digital documentation and electronic title deeds in line with Oman's national digital transformation goals.
The session also covered the Social and Cultural Committee's feedback on the Civil Society Organizations Law. This draft seeks to regulate and enhance the role of civil society entities, such as NGOs and volunteer teams, in societal development, addressing current legal challenges.
Moreover, the Council evaluated amendments to the Arbitration Law in Civil and Commercial Disputes. These amendments are designed to align with contemporary arbitration practices and bolster Oman's reputation as a center for commercial dispute resolution. By adopting these revisions, Oman aims to foster an investment-friendly legal climate and support the principles outlined in Oman Vision 2040.
The discussion extended to a Special Committee study on income diversification, identifying financial sustainability challenges and proposing solutions for fiscal resilience. The study suggests reforms for the 11th Five-Year Plan to stabilize public finances.
The session wrapped up with a review of committee reports and the General Secretariat's activities, marking a comprehensive legislative deliberation.
