Social Protection Fund Initiates Dialogue on Insurance Programs for Non-Omani Workers

Muscat:The Social Protection Fund, in collaboration with the International Labour Organization (ILO), has launched the first in a series of social dialogues focusing on social insurance programs within Oman's social protection system for non-Omani workers. This inaugural session included participation from diplomatic missions, the Ministry of Labour, and the Foreign Ministry.

According to Oman News Agency, the initiative aims to enhance understanding and development of the social protection system in Oman. It seeks to improve coordination among institutions and authorities supporting non-Omani workers through regular meetings that facilitate the exchange of expertise and information. The goal is to bridge the gap between the law-stipulated social insurance programs and the actual experiences of non-Omani workers, identifying practical measures to enhance their access to these protections.

Non-Omani workers make up a significant portion of Oman's workforce. As improvements to the social protection system are gradually implemented, providing clear guidelines and effective coordination is crucial to ensuring that these workers can fully benefit from available protections.

The session featured an introductory presentation on the social protection system for non-Omani workers and included an interactive discussion on the experiences of diplomatic missions in this area. The dialogue offered an open platform for exchanging views on frequent inquiries, common cases, and the administrative challenges faced by diplomatic missions in assisting non-Omani workers.

Diplomatic missions play a vital role in connecting workers with relevant institutions, leveraging their direct experience to monitor difficulties faced by workers in understanding eligibility conditions and completing procedures. Discussing these experiences collectively will help uncover recurring challenges and improve procedures to benefit a broader range of non-Omani workers.

The outcomes from these dialogues will support continuous improvement and development programs by the Social Protection Fund and related institutions. The initiative distinguishes between challenges that can be addressed with clearer information or improved coordination, and those requiring procedural changes or policy-level solutions.

The ILO has supported the development of Oman's social protection system through technical cooperation aligned with international labor standards. This dialogue initiative is part of the ILO's "STREAM" program, aimed at expanding social protection to non-Omani workers and their families along migration corridors between South Asia and GCC countries. The ILO will offer advice, facilitate sessions, and assist in documenting challenges and follow-up actions.

This phase will include quarterly sessions featuring technical presentations, discussions, and Q&A sessions, supported by reference documents and briefings. The long-term vision is to establish a sustainable dialogue and coordination platform led by the Social Protection Fund, building on results and consensus among partners.
