Muscat: His Majesty Sultan Haitham bin Tarik has issued Royal Decree No. 61/2024, marking a significant shift in the management of the vocational training sector. The decree stipulates the transfer of all vocational training-related specializations from the Ministry of Higher Education, Research and Innovation to the Ministry of Labour. According to Oman News Agency, the first article of the decree outlines the Ministry of Labour's new responsibilities, which include providing technical and vocational training tailored to the needs of the labour market. The ministry is also tasked with developing training curricula based on approved professional standards, granting relevant qualifications, and fostering on-the-job training opportunities. Article (2) of the decree ensures that all allocations, origins, rights, obligations, and assets associated with the vocational training sector within the Ministry of Higher Education, Research and Innovation will now be under the jurisdiction of the Ministry of Labour. Thi s transfer aims to streamline operations and align resources with the new structure. Furthermore, Article (3) specifies the transfer of employees from the vocational training sector of the Ministry of Higher Education, Research and Innovation to the Ministry of Labour, retaining their current financial grades. This move is intended to maintain continuity and expertise within the sector during the transition. The decree also includes organizational changes outlined in Article (4), which replaces Annex No. (2) attached to Royal Decree No. 89/2020, thereby redefining the Ministry of Labour's specializations and organizational structure. Article (5) cancels specific clauses in previous decrees that contradict the new provisions, ensuring a cohesive transition. Finally, Article (6) states that the decree will be published in the Official Gazette and will be enforced from its date of issue, solidifying the changes in administrative structure and responsibilities.
