Muscat: The Sultanate of Oman and the Republic of Rwanda have announced a significant agreement to open resident embassies in each other's territories, form a joint committee and a joint business council, and initiate a technical cooperation program. This initiative aims to strengthen their diplomatic ties and foster institutional mechanisms to enhance collaboration and expand their partnership. The declaration was made during a Joint Statement issued on the occasion of the official visit of Rwandan President Paul Kagame to Oman.
According to Oman News Agency, President Kagame's official visit took place from September 7 to 8, 2026, upon the invitation of His Majesty Sultan Haitham bin Tarik. During the visit, both leaders engaged in talks to explore avenues for enhancing bilateral relations and cooperation in ways that align with their shared interests, reiterating their commitment to nurturing the partnership between Oman and Rwanda.
The two nations emphasized the importance of bolstering bilateral cooperation and enhancing coordination in investment, transport, energy, mining, tourism, logistics, and communications. They also discussed banking and finance sectors, advocating for partnerships between public and private sectors, and strengthening trade cooperation to boost trade volume between the countries.
Key outcomes of the visit included the decision to establish resident embassies, create a Joint Committee and a Joint Business Council, and implement a technical cooperation program. These steps aim to fortify diplomatic presence and set up institutional structures to advance and monitor cooperation, supporting the partnership's further expansion.
His Majesty the Sultan and President Kagame acknowledged the growth of bilateral cooperation, especially in transport, communications, and information technology. The visit also saw the signing of agreements on mutual visa exemption for official passport holders, removal of double taxation, and several memoranda of understanding in political consultations, labor, logistics and port development, agriculture, investment promotion, and strategic partnerships.
The leaders exchanged views on regional and international issues of shared interest, affirming their dedication to supporting efforts for security and stability and resolving disputes peacefully, following international law principles. President Kagame lauded Oman's role in regional dialogue and peace, while Sultan Haitham expressed appreciation for Rwanda's efforts in regional stability and dialogue promotion.
At the visit's conclusion, President Kagame extended his gratitude for the hospitality and generous reception accorded to him and his delegation, inviting Sultan Haitham to visit Rwanda.
