Muscat: HH Sayyid Bilarab bin Haitham Al Said, Minister of State and Governor of Muscat, attended the concluding ceremony for the Murtakaz Programme, organized by the Royal Academy of Management (RAM). The initiative aimed to strengthen Oman's government leadership ecosystem and enhance institutional performance, bringing together 68 participants from the civil, military, and security sectors of Oman.
According to Oman News Agency, the Murtakaz Programme enabled heads and directors of executive offices supporting ministers and undersecretaries to serve as strategic partners in leadership, decision-making, and institutional cohesion. The programme featured a leadership camp in Al Jebel Al Akhdar, in-person learning modules, specialist dialogue sessions, and study visits to Singapore, the United Kingdom, and the Netherlands. These components aimed to foster institutional cohesion, embed a one-team culture, and develop leadership-enabling practices. Participants engaged with ministers, senior officials, and experts on topics including leadership, national security, institutional integration, decision-making support, and leveraging national expertise.
At the closing ceremony, Dr. Ali bin Qasim Al Lawati, RAM's Chairman, highlighted the programme's role in developing the government leadership ecosystem by investing in strategic roles. He emphasized that empowering heads and directors of executive offices supporting ministers and undersecretaries is vital for enhancing institutional performance, accelerating public service delivery, and improving decision-making quality. Al Lawati pointed out that the true worth of a programme is measured by the participants' application of what they learn and its impact on institutional performance and society.
Maha bint Mohammed Al Habsi, the Murtakaz Programme Supervisor, elaborated on the programme's design, which was based on a thorough needs assessment of the target group. The programme provided a comprehensive learning experience that combined knowledge, practical application, and local and international insights. She noted that the programme concluded after an enriching journey that strengthened participants' capabilities in leadership, decision-making support, and communication.
Participant Iman Al Siyabi described Murtakaz as a distinctive leadership experience that deepened understanding of the strategic role in supporting and enhancing institutional performance. Ahmed Al Khatri, another participant, praised the programme for its integration of academic content, applied learning, and international expertise, highlighting the overseas study visits' role in broadening professional horizons and readiness for change.
Murtakaz is part of RAM's ongoing commitment to building the leadership capacity needed to fulfill Oman Vision 2040. RAM continues to develop programmes focused on measurable impact and lasting transformation in government functions and public service delivery.
