National System for Capacity Building, Talent Management Launched

Muscat: The Ministry of Labour today launched the National System for Capacity Building and Talent Management, which comprises three pillars: the digital platform "Qudrat," the National Strategy for Capacity Building and Talent Management, and the General Framework for Capacity Building and Talent Management. According to Oman News Agency, the launch ceremony was held under the patronage of Dr. Mahad Said Ba'awin, Minister of Labour. The "Qudrat" digital platform aims to unify the digital identity of capacities and talents in the Sultanate of Oman under one umbrella, serving as a reliable reference for individual skills and capabilities. A personal profile will be created for each individual on the "Qudrat" platform from an early age, with continuous use throughout the individual's professional career until the post-retirement period. This aims to track the individual's skills and document the certificates and experiences acquired over the years. The platform also aims to build a unified, non-falsifiable, a nd enduring database of national capacities for many years to come. This will provide a comprehensive record of national capacity data, monitor the outputs of programs and projects concerned with human resource development, and guide how to utilize them for future business development. The National Strategy for Capacity Building and Talent Management represents a comprehensive effort aimed at providing the necessary care for individuals with capacities and talents, opening broad horizons that contribute to improving work quality, achieving citizen and resident satisfaction, and ensuring the continuity and sustainability of the developmental functions undertaken by various institutions. This is achieved through offering effective developmental and training programs that provide real and practical benefits to target groups, including school, college, and university students, job seekers, independent talents, employees in the government and private sectors, and retirees. This enables them to identify and hone t heir skills and capabilities in ways that serve Oman's economy and contribute to achieving the objectives of Oman Vision 2040. As for the General Framework for Capacity Building and Talent Management, it is the national guiding document that outlines the scientific methodology for identifying skill and competency needs through seven key elements: needs assessment, design of capacity-building programs, talent management, enhancement of institutional culture, assessment and measurement tools, technology and innovation, implementation and follow-up, evaluation and monitoring, and sustainability and continuous development.
