HH the Emir: Demands of Syrian people must be backed and supported and their tragedy ended

Tehran, August 30 (QNA) – HH the Emir of Qatar Sheikh Hamad bin Khalifa Al Thani has commended the pivotal role assumed by the movement in supporting the liberation movements in the world and enabling people attain self-determination, emphasizing the need for it to pursue this role towards all the peoples subjected to aggression, tyranny, oppression, war crimes and genocide.
HH added in his speech distributed and circulated among the NAM participants here on Thursday, ”The aspiration of the Syrian people for freedom, dignity and justice cannot be an exception, hence the demands of this people must be backed and supported in addition to ending their tragedy, and implementing Arab and international resolutions and initiatives to cease the acts of violence and the killing of innocent civilians, and to transfer power through a political agreement that realizes the legitimate ambitions and demands of the Syrian people”.
Elaborating HH the Emir said,”But our preoccupation with issues of the Arab Spring, especially the heroic Syrian people’s demands, should not distract us from the Arab central cause of Palestine. Israel is currently intensifying its settlement activities and accelerating the pace of Judaizing Jerusalem and imposing restrictions on the Palestinians, in flagrant and blatant defiance of the Arab peoples and the international community”.
In this regard, we in the non-aligned movement should support the Palestinian people by all moral and material means for their right to self-determination and establishing their independent state, with Jerusalem as its capital, attaining all their legitimate rights, putting an end to the crimes committed daily by Israel against this resisting people, terminating the unjust siege on Gaza Strip, and other practices which are deemed a flagrant breach of the international and humanitarian principles and laws and a blatant violation of international human law and the Geneva Conventions, HH the emir added.
HH the Emir emphasized that the historical events and transformations witnessed by the Arab world affirm the right of the peoples to aspire to freedom, dignity, justice, development and universal values.
In this important historical context the region’s countries must be aware now that they would be in need of co-existence in the next phase rather than hegemony to enable the region move to a future of stability, prosperity, security and sustainable development without which our region could not progress and rise to what we all yearn for, HH the Emir said.
The following is the Unofficial Translation of the Speech of His Highness Sheikh Hamad bin Khalifa Al-Thani,
Emir of the State of Qatar, at the Non-Aligned Summit kicked off in Tehran earlier today.

In the name of God
the Most Merciful, the Most Compassionate
==================================
Your Excellency President Mahmoud Ahmadinejad,
President of the Islamic Republic of Iran,
Your Excellencies,
Honorable Audience,
I greet you all and would like at the outset to thank His Excellency President Mahmoud Ahmadinejad and the Islamic Republic of Iran for hosting this summit and for the cordial hospitality accorded to us.

Honorable Audience,
Since the end of the Cold War and the fall of the Berlin Wall and the German reunification and the unraveling of the European security problem, many questions were raised concerning the policy of non-alignment and whether it became outdated and obsolete after the balance of power changed in the world and  the international order moved from being bipolar to a potentially unipolar and then to the prevalence and multiplicity of centers of power, heralding the emergence of a new world adopting progress and partnership policies as well as keenness to tap the prospects of rich and creative interaction of cultures, and consequently the end of conflict and dispute coupled with the end of the necessities of alignment or the necessities of non-alignment.
But what was hoped for did not materialize and it was not originally achievable for many reasons, namely, the community of humans differs from the community of angels, as the human society is characterized by a dominance of power and not a society of a sacred right. It was not possible for the conflict between the United States and the Soviet Union or between capitalism and communism to vanish and then the world witnesses an enduring security and a holistic justice.
Honorable Audience,
On the contrary, circumstances got more complicated because the danger of the previous clash between the two powers was evident in its course, a visible line on the world map, and after its disappearance, the conflict transformed from one visible line into scattered sites and hotbeds, some with raging fire and others are readily flammable, and the problem is that the danger of these raging or potential fires, are not limited to their locations, but its flames and sparks are ready to spill over, and that is a threat which requires protection from.
These sites are burning or flammable in front of us and around us, especially in regions such as the Middle East and Africa, and there are many tense sites contiguous to Europe itself and America. Also among the reasons is that the powers that underwent and influenced by conditions of the great wars and the Cold War found that even unintentionally they had inherited cultures and practices to which they were accustomed over ages while no safe alternatives were provided to them and consequently they still act in a new world using the same means and methods they had known in previous times.
Also among the reasons is that the emerging powers in the world had been accustomed to specific traditional balances of power they had known adding to it the strict nuclear balances of power as well as its knowledge of dealing with the community of nations, could not adapt quickly to emerging situations.
The biggest question that confronts us is whether this in whole or in part affects the non-alignment idea in its origin, orientation or movement and we thought that from its beginning to its end, this gives a new and added emphasis to the idea of the non-aligned movement in its true sense.

Honorable Audience,
The main founding idea of the non-aligned movement is to give the value of justice a voice to confront the scourge of injustice, and that was true at the emergence of the movement, and during its course and should remain as its future goal.
Here, the non-alignment policy in its true sense remains with us, calls upon us and urges us to adopt new responsibilities that requires guarantees to ensure greater safety and political acceptability. So that if the policy of non-aligned movement is facing a visible single line of conflict on the world map, the responsibility becomes greater when conflicts scatter over multiple centers and turn into hotbeds ready to flare up at various sites and areas, and in this case how the policy of non-alignment be practicable and the action taken be reflective of greater responsibility.
One party interprets things according to his own discretion and to have general standards to act collectively on their basis to really express the idea of championing the value of justice against the scourge of injustice, this is a central issue facing us this moment.
Here, we must commend the pivotal role assumed by the movement in supporting the liberation movements in the world and enabling people attain self-determination. We must also emphasize the need for it to pursue this role towards all the peoples subjected to aggression, tyranny, oppression, war crimes and genocide.
In this context, the aspiration of the Syrian people for freedom, dignity and justice can not be an exception, hence the demands of this people must be backed and supported in addition to ending their tragedy, and implementing Arab and international resolutions and initiatives to cease the acts of violence and the killing of innocent civilians, and to transfer power through a political agreement that realizes the legitimate ambitions and demands of the Syrian people.
But our preoccupation with issues of the Arab Spring, especially the heroic Syrian people’s demands, should not distract us from the Arab central cause of Palestine. Israel is currently intensifying its settlement activities and accelerating the pace of Judaizing Jerusalem and imposing restrictions on the Palestinians, in flagrant and blatant defiance of the Arab peoples and the international community.
In this regard, we in the non-aligned movement should support the Palestinian people by all moral and material means for their right to self-determination and establishing their independent state, with Jerusalem as its capital, attaining all their legitimate rights, putting an end to the crimes committed daily by Israel against this resisting people, terminating the unjust siege on Gaza Strip, and other practices which are deemed a flagrant breach of the international and humanitarian principles and laws and a blatant violation of international human law and the Geneva Conventions.

Honorable Audience,
The historical events and transformations witnessed by the Arab world affirm the right of the peoples to aspire to freedom, dignity, justice, development and universal values.
In this important historical context the region’s countries must be aware now that they would be in need of co-existence in the next phase rather than hegemony to enable the region move to a future of stability, prosperity, security and sustainable development without which our region could not progress and rise to what we all yearn for.
How could we champion the value of justice which simply means backing freedom, supporting the right and defending the oppressed, and how could we support it in an objective and collective manner.
This is the historical responsibility that lies ahead of us in this conference and we have to decide the way we answer this question and whether it is based on a new declaration of the requirements of the value of justice and its backing, or whether to depend on another forthcoming conference, that we devote to deeply discuss this major cause, the cause of non-alignment as alignment towards the value of justice, right and freedom.
May Allah s Peace, Mercy and Blessings be upon you.(END)
