Muscat: The Education and Research Committee of the State Council convened today, hosting Dr. Abdullah Mohammed Al Shibli, Undersecretary of the Ministry of Education for Higher Education, to deliberate on a proposed study titled "Governance Efficiency of Non-Governmental Higher Education Institutions: Government Oversight and Self-Governance."
According to Oman News Agency, the session was presided over by His Excellency Dr. Abdullah bin Mohammed Al-Sarami, Head of the Committee. This marked the eighth meeting of the third regular sitting of the eighth term. Discussions with the Undersecretary centered around the current state of non-governmental higher education institutions in Oman, their academic program diversity, and alignment with development and labor market needs, alongside supportive policies.
Further dialogue explored mechanisms for assessing the impact of government investments in these institutions, and the significance of international partnerships in enhancing educational quality and competitiveness, in alignment with Oman Vision 2040 goals.
The committee also examined the legislative and regulatory frameworks governing non-governmental higher education, policies regarding government scholarships and grants, and governance and quality standards. They discussed developing an oversight system focused on output efficiency and performance indicators and the adaptability of regulatory frameworks to accommodate technological and global advancements.
A key point of discussion was the integration between governmental and non-governmental higher education institutions and challenges such as licensing, accreditation, financial sustainability, and mechanisms for enhancing legislative frameworks to improve quality and management efficiency.
Separately, a sub-committee from the Education and Research Committee, led by Dr. Mohammed Nasser Al Saqri, met with officials from Sultan Qaboos University (SQU) to gather insights on a study titled "Research and Innovation: Priorities and Measuring the Return on Development in the Sultanate of Oman." They assessed indicators of scientific output, funding, programs, and research trends over the past decade, and strategies for aligning research and innovation with national priorities.
The sub-committee also addressed the impact of research outputs translated into patents, products, and institutional applications, the challenges encountered, and the university's requirements for enhancing the economic and knowledge impact of research.
